In a significant development, Goa Police have begun the process to obtain a Blue Corner Notice against Surinder Kumar Khosla, a British national accused in the devastating December 6 nightclub fire in Arpora, which resulted in the tragic loss of 25 lives. Senior police officials confirmed the move on Saturday, stating that coordination with Central agencies is currently underway.

The fire, which broke out at the popular nightclub Birch by Romeo Lane, shocked the state and raised serious concerns over fire safety, licensing norms, and accountability within Goa’s nightlife industry.


Accused Allegedly Fled India After Incident

According to police sources, Khosla was present in Goa when the fire occurred but is believed to have left for the United Kingdom on December 7, just a day after the incident. Investigators suspect his departure was an attempt to evade legal proceedings.

“We have initiated the formal process to issue a Blue Corner Notice to locate and bring him back from the UK,” a senior police officer said, adding that necessary documentation is being processed through Central authorities and international channels.


Ownership and Legal Disputes Surrounding the Nightclub

Surinder Kumar Khosla is believed to be one of the owners of the nightclub. The land on which Birch by Romeo Lane was constructed had reportedly been leased to him, and he is currently embroiled in a prolonged legal dispute with the original landowner, Pradeep Ghadi Amonkar.

Investigators are examining whether ownership disputes, alleged unauthorised construction, or lapses in safety compliance contributed to the scale of the tragedy.


Multiple Arrests Already Made

So far, eight people have been arrested in connection with the case. Those taken into custody include nightclub owners Saurabh Luthra, Gaurav Luthra, and Ajay Gupta, along with five others linked to operations and management.

Police have booked the accused under multiple sections related to culpable homicide, negligence, and violations of fire safety regulations.


What Is a Blue Corner Notice?

A Blue Corner Notice issued through Interpol is used to collect additional information about a person’s identity, location, or activities in relation to a criminal investigation. While it is not an arrest warrant, it plays a crucial role in tracking suspects across borders and facilitating future legal action.

Officials stated that once the Blue Corner Notice is issued, Indian authorities will work closely with UK law enforcement agencies to determine Khosla’s exact whereabouts and legal options for further action.


Public Outrage and Demand for Justice

The fire incident sparked widespread outrage across Goa, with families of victims demanding swift justice and stricter enforcement of safety norms. Civil society groups and activists have also called for greater scrutiny of nightlife establishments and accountability of officials responsible for oversight.

The tragedy has prompted the state to review fire safety clearances, crowd management practices, and emergency preparedness across entertainment venues.


Ongoing Investigation and Next Steps

Police officials reiterated that the investigation remains active and further arrests are not ruled out. Authorities are also examining financial records, lease agreements, and compliance documents related to the nightclub.

“The objective is to ensure that everyone responsible for this tragedy is brought to justice, regardless of nationality or location,” the officer said.
